Ethiopian-born man charged with 19 alleged visa breaches in Victoria

An Ethiopian-born man has appeared before Melbourne Magistrate’s Court today (3 July, 2025) charged with allegedly failing to comply with his visa-mandated conditions.

The AFP charged the man, 28, today, after he was located in Melbourne.

It will be alleged the man breached multiple conditions of his Commonwealth visa.

The man has been charged with:

  • 11 counts of failing to remain at a notified address, contrary to section 76C(1) of the Migration Act 1958 (Cth). This offence carries a maximum penalty of five years’ imprisonment and/or a $99,000 fine.
  • Seven counts of failing to ensure a monitoring device remains in good working order, contrary to section 76D(3) of the Migration Act 1958 (Cth). This offence carries a maximum penalty of five years’ imprisonment and/or a $99,000 fine.
  • Seven counts of unexplained possession of personal property reasonably suspected to be stolen, contrary to section 26 of the Summary Offences Act 1966 (Vic).This offence carries a maximum penalty of one year imprisonment.
  • One count of failing to comply with a requirement not to go within a certain distance of a school, contrary to section 76DAB(1) of the Migration Act 1958 (Cth); This offence carries a maximum penalty of five years’ imprisonment and/or a $99,000 fine.
  • One count of committing an indictable offence whilst on bail, contrary to section 30B of the Bail Act 1977 (Vic). This offence carries a maximum penalty of three months’ imprisonment and/or a $6105.30 fine; and
  • One count of contravening a conduct condition of bail, contrary to section 49F of the Summary Offences Act 1966 (Vic). This offence carries a maximum penalty of three months’ imprisonment and/or a $6105.30 fine.

The man was remanded into custody and is expected to reappear before the Melbourne Magistrate’s Court tomorrow (4 July, 2025).
